Circle of 12 golden stars on a blue background. This emblem was adopted in 1955 by Committee of Ministers following the proposal of the Parliamentary Assembly. By their arrangement, the 12 stars symbolize the unity of the peoples of Europe. Their number is invariable, twelve being the symbol of perfection and fullness.
The emblem of the European Union is a rectangular blue flag whose length is one and a half times greater than its height. The 12 yellow stars of the EU flag, located at equal intervals, form an imaginary circle whose center is at the intersection of the diagonals of the rectangle (the stars are positioned like the numbers on a clock face). The radius of this circle is equal to one third of the height of the flag. Each star has five points placed on the circumference of an imaginary circle whose radius is equal to 1/18 of the height of the flag. All stars are placed with one of the points placed vertically and pointing upwards and the other two points placed on a line that makes a right angle with the flagpole.
